The name pays homage to Lucianna (Lucy) Aboitiz Garatea, a Basque immigrant dedicated to boarding and feeding locals. At the age of 15, Lucy came to Boise at the request of her aunt (Gabina Aguirre) to work at the boarding house she and her husband (Franciso) owned, the Star Rooming House, now part of Boise's Historic District.

Given the amount of frontage along Grove Street, the mass of the building is broken down into two proud brick volumes joined by a secondary stucco rendered element that highlights the residential entry to the building.
